To celebrate 60th anniversary of PRC，the 4th Plenary Session of the Seventeenth Central Committee of CPC will be held on September 15th-18th in Beijing. Accordingly, the relevant Plenary Session of Zhejiang Province will be advanced. So the conference agenda originally scheduled for ICTC2009 on October 21st -23th has bo be postponed to October 26th-28th due to the conflict of site and date, and the site was remain Zhijiang Hotel.
