International Coverage and Transmission Conference(ICTC), which used to be International Cable TV Technology Conference, was inaugurated in 1992, and has been an annual event around mid-October in Hangzhou, Zhejiang Province, China since ICTC 1994. This conference, with an increase to about one thousand delegates in 1997, has become one of the most influential events in the international CATV industry in China.

ICTC is one of the two major events of this industrial segment supported and endorsed by the State Administration of Radio, Film and TV (SARFT) of China. It is co-organized by the Technical Working Committee, Radio & TV Society, Zhejiang Radio and TV Broadcasting Bureau, and International Broadband Network magazine. The honorable chairmen and chairman of the conference are all high-ranking officials from SARFT, the regulatory body of the broadcast sector in China.

There are several sessions of different forms in ICTC: Keynote speeches, Technical sessions, Seminars and Round-table forums. In the past events, top-ranking officials of SARFT were invited to give keynote speeches, on the policies for the development of CATV in China, and international experts to give lectures on the international CATV development and its prospect. At the same time, senior executives from the provincial and municipal CATV operators introduced intensive experiences; domestic and overseas experts presenting papers, and attending scientific sessions, discussing hotspots with an interactive atmosphere. During the sessions of the conference, exhibitions were also conducted. The anthology of the papers from the experts has become an important material for the CATV industry. Since ICTC 1999, CATV Outstanding Contribution Awards have been presented in respect of those who have made prominent contributions for the development of China's CATV industry.

In recent years, with the rapid development of technology and industry itself, the content of ICTC has already exceeded cable TV field, expanding from cable TV to the whole transmission and coverage field, from technology to operation management. To fit the development trend, it has been decided that from 2008 “International CATV Technology Conference” will be renamed as “International Coverage and Transmission Conference” and its abbreviation-ICTC remains the same.
